Oil Power Plant

Adds an Oil Power Plant industry that accepts fuel and produces no cargo - a fuel sink that earns transport income like any other delivery. Machines can be delivered as an optional productivity booster. Built from vanilla TF3 parts on the oil refinery footprint: boiler and turbine halls, twin stacks, a switch house and fuel storage tanks. Generates on new maps that have oil refineries, preferring sites near water and fairly close to towns, and can be placed manually in sandbox.
